well you should tell your friend first. because if you don't want to hurt her you should be 100% honest with her. and you have to actually meet "sam" cuz he might not be what he seems to be on the phone or facebook. if he does turn out to be the guy you like then you should go out with him but also telling your best friend cuz concealing things from her might hurt her too
