Why does Lara only take her coat off in the Winter skin and Biker skin in Tomb Raider Legend?

I know this is probably a stupid question, but it really bugs me, the fact that when I'm wearing the Winter, Pink or Winter, Orange costumes, on the train in the Kazakstan level, she never takes her coat off :/ why? :@
